It would make more sense for the Syndicate to make such a vessel considering they do the majority of gas cloud harvesting(For boosters etc), doesn't really make sense for ORE to make a vessel for it.

You do realize that Triangulating was needed for the original probe system...you used to have to drop 3 probes to lock down a targets location. Strange that CCP went back to that method, at least it brings some skill into it again.
